Am I right that he'll also need to make /var/log/radius.log writable by nobody? I'm far from the smartest guy on the list but I think that's what I see in there.

Make sure that the RADIUS server can read all of the directories above cacert.pm. And DON'T do "chmod a+rwx", that's a very bad idea.

$ cd /etc/raddb
$ chown -R nobody .

 At which point the default permissions should be OK.
