radtest <username> <password> localhost 1873 testing123

will let you test the server.  If you want to see a lot more information though, stop you radius server (/etc/init.d/freeradius stop) for me. and restart it in the debug mode (freeradius -X).   Open another terminal screen and run the radtest command above, and watch the screen you ran
freeradius -X.
