I am working with WLSE in my organization. The product has a lot of shortcomings. I do not think it is time well spent to create a workaround for Cisco LEAP authentication issue. I can recommend to use one of the Cisco AP ( I would assume that you are using them ) to be LEAP server for the WLSE instrumentation mode authentication. In this case you do not have to introduce another RADIUS server.
