in mssql.conf file I have..
authorize_reply_query = "VoIP_RadiusAuthentication
'%{User-Name}','%{Calling-Station-Id}', \
'%{Called-Station-Id}','%{NAS-IP-Address}','%{h323-conf-id}','VOIP'"
maybe related to that error?

But actually in dictionary file I do not have attribute/value for VOIP,
where can I check? or how can disable it?
The problem is that your SQL table has VOIP as a value for
Service-Type. Don't do that. That's what the error says.
