FreeRADIUS DOES NOT send "Framed-IP-Address = 255.255.255.254" in the default config. It is being sent because YOUR LOCAL CONFIG is telling the server to do that. Look at your local config to see where that "255.55.255.253" IP is being set. Fix it.
