There must be a mistake in your /etc/radiusclient/dictionary file. Check that you use a 'INCLUDE /etc/radiusclient/dictionary.microsoft' line and not a '$INCLUDE /etc/radiusclient/dictionary.microsoft' Check also the permissions ont he dictionary files.
