as Arran says - try making it bind to an interface rather than IP - but I would suggest that you also check the following - are you running iptables or similar? (if so, obviously enable port 67/68 UDP) - are you running SELinux or similar? you might need to tweak that too with new SE policy alan - List info/subscribe/unsubscribe?
