Wireshark is using the standard WiMAX dictionaries (it seems), and you're using the broken Alvarion version of the WiMAX dictionaries. If you want wireshark to print out the same things as sent by FreeRADIUS, make Wireshark use the FreeRADIUS dictionaries. Or, use "radsniff", which *automatically* uses the FreeRADIUS dictionaries.
