In debug mode FR will run as the user that runs it (e.g. root). Really, it's not that hard. Use Google. OR - use distro-provided packages, or third-party packages compatible with your distro. If you REALLY know what you're doing, edit radiusd.conf so that freeradius runs as root. A more sane approach is to look at vendor-provided package, or the defaults that you get when you run "make install" from source.
