That shouldn't cause a problem. FR can use both it's included (3.x)
and systems's libltdl.

It compiles in ubuntu just fine.

Or you can use my ppa. Lucid's packages might also work (untested) on
debian: https://launchpad.net/~freeradius/+archive/stable
