Currently there is written policy for that. If the code is in
good quality, works and is generally useful I personally don't see any reason 
why
it shouldn't get included.
The only doubts I would have is when the channel can only be used with some
extra software that's not freely available (e.g. some commercial
product..). In this case it might make sense to create the channel out of
FreeRDP. Marc-André Moreau made some efforts some time ago to make that
easily possible. There was also a repository with a external sample
channel.
