It looks like devd doesn't start at boot-time. I still don't
understand why, as it is enabled by default. It is devd's duty to run
moused for USB mouses (or, better said, we leave this task to devd).

To work around this bug, run devd by hand with
sudo /etc/rc.d/devd start
and moused should start for ums0, so your mouse will work.
