If myFS(203.64.xx.xx) want to receive a call from a SIP Proxy(163.28.xx.xx)
In another word, User1(another SIP Proxy) want to call User2(FS), and User1 doesn't register to FS and User2 doesn't register to 163.28.xx.xx.
