Some "mode" indicator in the header, reasoning as follows: At 1400 bits/sec we can probably decode properly a stream at a very low SNR. Someone mentioned 2-4 dB. IF SNR goes down we probably lose communication. IF SNR goes up, we could probably improve quality. For a pure stream this does not matter, but IF there is a feedback mechanism, the overall performance could be shifted between "intelligibility" and "MOS" on the fly.
