Yes.  When I was looking for a filter I just grepped the sox source and
found what I needed. Other implementations would be ok, as would
stripping down the sox code to get just what we need.  Our biggest
problem will be finding some one to do it :-)

I did attempt this, but it rapidly lead me away from my goal of getting
a working filter feature.  The sox internals had everything I needed,
and was quite nice to use.  For example we can chain effects to add
different options in future. 

I think we should find another sln that allows us to keep the sox
internals - IMHO a build issue isn't a good enough reason to lose sox.
