It looks like we really need to decide where golay23 belongs. I know the
plan is to obsolete the autotools build of freedv but if we're going to
keep the autotools build of codec2 around since it "works" we need to make
it include golay23.c as well or others may run into this issue.
Or as you mentioned make it a separate library.
