Many Amateur manufacturers publish a derated power spefication for "AM
carrier" or for FSK. I took a quick look at specifications for various
radios and didn't notice that the derate value was over 6 dB. This seems
consistent with your observation that a "100 Watt" portable rig driven
to about 20 Watts ran hot. On the other hand, there are a lot of radios
that are rated at their full power for FSK and FM, and in the case of
the Icom 9100, for digital voice (using GMSK). Some of them just turn
the fan higher.
I'm not pushing the issue, but nor do I think you should discount it
entirely.
