For anyone wishing to use the command line components to experiment with
.wav files or the like on windows:

I believe the program 'play' on linux is a link (an alias) that gets
created when the software package 'sox' is installed.  sox (for Sound
eXchange) is a versatile tool that can play a variety of audio file types
and has the ability to adjust sampling rates and other important
parameters.  It _is_ available for Windows and Mac OSX as well.  See:
http://sox.sourceforge.net for more info and links to pre-built binaries.
You may need to copy 'sox.exe' to 'play.exe' to have it behave as
expected.  This confused me early on as well.

Audacity is also available for Windows and OS X on Sourceforge as well.  It
is a much larger  graphical audio editing environment.  See:
http://audacity.sourceforge.net/download/ .
