Hi Nauman
For your (commercial ?) project, you might want to read up on the GPL/ 
LGPL....
and for commercial applications that generate revenue, you may have to 
come to an agreement with the copyright holder with regard to royalties.

The SM1000 is a basic STM32F4 microcontroller board.

I would suggest buying a "STM32F4 Discovery kit"
It is extremely similar .

just search for "STM32F4 discovery" on Digikey
Digikey part number "497-11455-ND" $15

With that eval kit, you will learn what you need in order to program the 
microcontroller.
