I have checked both the svn and git repos, and can't quite see where 700D encoding/decoding is being done.
I thought it would be in codec2.c, where the other functions live. I am trying to summarise the internals of current low bit rate, high SNR codecs (i.e. codec2) in terms of VQ, bit allocation, LSP vs LPC, bitrate pre FEC, etc. I am looking at theoretical minimum data rates for speech based on vocal tract transfer functions, F0, voiced/unvoiced, prosody +/- amplitude etc considerations.
