So I kinda messed up with my package in Fedora. I tried to make the library
private to codec2/freedv by putting it in a subdirectory of the default
library dir.

Codec2 finds and builds against it fine, but then can't find it once
installed because it's not in the library search path. I've considered
multiple work arounds but in the end I decided it's just easier to maintain
a library soversion.

I've noticed quite a few commits since the 0.2 release. Should I assume
that there's been API/ABI incompatible changes made? And if so, is it time
for a 0.3 release?
