My favorite is in fact a wrapper. Eg.

$ cat ~/.local/i686-w64-mingw32/bin/i686-w64-mingw32-pkg-config
#!/bin/sh
PKG_CONFIG_LIBDIR=$HOME/.local/i686-w64-mingw32/lib/pkgconfig
export PKG_CONFIG_LIBDIR
exec pkg-config "$@"
