I agree that changing just the fill rule would not change the results. There 
are other differences, though I do not know what they all are. (This was way 
before my time at Adobe.) 

Other differences include at least dropout and collision control heuristics.

I read Dave's response as "the new algorithm produces better results at these
sizes, and this algorithm happens to use XXX fill rule..."
