To be more precise, it is not so much about stem width but about "characteristic feature size" or some characteristic distance between outline points. If you embolden much more than that, artifacts will be awesome.
I added your safe guard, but it didn't change much. DejaVu Serif only triggers it at 3ppem and below, where text already changes from glyphs into a line...
