It is called SIP - "system integrity protection" - and apparently active from 
EL Capitan onwards.

If you google "sip mac os x ld_library_path", you would get piles of issues of 
people filed for software breaking on mac os x because LD_LIBRARY_PATH and 
DYLD_LIBRARY_PATH are ignored.

It has been a problem for about two years now, since El Capitan was released on 
September 30, 2015 . You can see people started filing such issues at various 
bug trackers in Oct 2015 onwards, from the above google search.
