Found it! It works fine if I disable the webserver plugin. That thread keeps 
the following files open (aside: Should those fonts be opened so many 
times?):

18 -> /usr/share/freevo/fonts/Vera.ttf
19 -> /usr/share/freevo/fonts/VeraBd.ttf

After a pygame.display.quit(), all threads except the webserver close the
/dev/fb0, /dev/tty[07], and /dev/fusion/0 devices.
