Including it in sysconfig might solve the helper problem. 
I don't have a problem with yet another config file as long as most
users don't have to
know about it or change it. In fact if the developers use the log.ini
file right, they can
give the testers good logs for feedback.

If you are thinking of that the .ini format is yet another format and
that it would have
been better to configure the log using python, then I agree. Doing
this is no problem, but
I still think that having the log-configuration in a separate file is
a good idea.
