The weather plug-in for some reason didn't have a:
# -*- coding: iso-8859-1 -*-
line at the beginning and so the degree symbol line 241 was blocking the
i18n process.

This is now fixed in rel-1 svn and the translations have now been
updated, hopefully correctly.
