I updated this Translations wiki page http://freevo.sourceforge.net/cgi-bin/doc/Translations so you are correct you need a i18n/zh_CN/LC_MESSAGES/freevo.po and then running ./autogen.sh nodocs should create the freevo.mo file and then a python setup.py install will install the file which freevo will use running LC_ALL=zh_CN.utf8 freevo.
