The short answer is: yes, yes, yes, possible (filesharing), maybe (wifi)

There's some documentation links on the freevo webpage. Someone has put
together a nice writeup on configuration etc.

If you click on the SourceForge Filelist on the version number link
(1.3.2, for current), there is a short description of what files you
should download. For RedHat 9, you need the *i36.rpm files (freevo,
freevo-runtime, freevo-apps). freevo-boot is meant for booting
automatically into freevo but I'm not using it myself so I don't know if 
there's any additional steps needed to make it work properly.

With the NVidia GF card, you should TV out in framebuffer mode by just
booting your PC with the composite out plugged into the TV. Getting it
setup in X11 needs some tweaking of the XF86Config file in /etc/X11.
(Read the docs).

The important part is to get your TV card setup properly for use with
xawtv (available from the RH install CD). Once that's done, you should be
able to get going with the basic freevo functionality (except recording
which needs some detailed configuration first).

Can't help you with the Wifi connection, you have to be careful with
the recently produced Wifi cards, many uses chipsets that are too new
for Linux (even though the model number on the card is identical
to older ones using supported chipsets).
