The original problem is most likely an http error. the error printed out isn't 
specific. it could also be that it genuinely couldn't read the file. Either 
could be true.

to answer the second question. you can do something like this:
plugin.activate('idlebar.weather', level=30, args=('KBOS','F', ))

this works with CVS or 1.3.4.

you can also use K for kelvin and C for celcius which is the default.
