As far as "TV" based interfaces are concerned, you develop your interface to take account of overscan.
I suspect freevo would need a skin that is designed with the tv safe area in mind. Don't know if the skin can determine the placement of the plugin items? Take any STB interface or tv advert with text/graphics and if they are designed with the TV in mind, then the functional/informational elements are well within the bounds of the TV safe area, with backgrounds etc running off screen.
