I solved this.

I made an assumption that the kernel drivers (read i2c, etc.) would detect
the hauppagge 350 card, since it showed up with a pci card query. Every FAQ
I found never mentioned the ivtv installs. This one did:

http://wilsonet.com/mythtv/printer-friendly.php

I guess I got stuck on installing the remote first, and not getting the
video to work properly, otherwise I think I might have solved my problem
without ever knowing I had one.

Once the firmware and related ivtv installs were loaded, it worked great.

(Latest and latest-1) LIRC 0.7 RPM from ATRPMs, sir-module, together with
FC3 kernel 2.6.9 and 2.6.10 no problems over here.

But:

for my sir-module, lirc0 instead of lirc is used. Hence I have to start
lircd with "-d /dev/lirc0" or do a ln -s /dev/lirc0 /dev/lirc (This is out
of my head, I'm not in front of a Linux machine right now. So forgive me if
there are errors in the detail...).

Same with irrecord, I had to point it to /dev/lirc0 instead.
