Yes, surely that should be the way, but upstart is still in early
development, and even Ubuntu hasn't migrate the most basic init scripts, so
I don't know how to check if network is up. In the meantime, may be you can
wait till rcS stops:

     start on stopped rcS

Nevertheless, this all is still very experimental; upstart scripts syntax is
continously evolving and there are many features pending, so I think we
willl wait a bit before we can see upstart replacing the old system v init
scripts.
