What TV card have you got?

If it is an ivtv card you will need to use a different TV plug-in.

This is important for recordings, set "TV_RECORD_DIR=/path/to/save/files"
in your local_conf.py

This means that the recordserver is not running.
First need to fix the tv card using the tv:// url.
