Adding asx to VIDEO_MPLAYER_SUFFIX and an asx-entry with -playlist in 
MPLAYER_ARGS should do the trick. My freevo-box isn´t running right now, 
so take a look into /etc/freevo/local_conf.py.example for the correct 
syntax.

Not only on startup, changes in fxd-files are reflected immediately -- 
at least if the fxd is simply a file in the filesystem and not added 
in VIDEO_ITEMS.

Yes, dynamically created playlist-URLs are indeed annoying.
Also annoying are playlists which contain a playlist which also contains
a playlist where you finally find the actual stream-URL. 
Or of course a playlist which contains... ;-)
With such a playlist one will, as far as I remember depending on which 
content-type the server sends, get into trouble with mplayer. But that´s 
a bug (file under feature-request) in mplayer, mplayers playlist-handling 
really is, to say it in a positive tenor, expandable.
