ATSC is Advanced Television Systems Committee, used here to refer to
the digital broadcast standard used in north america - as opposed to,
say, DVB-T which is used in europe and iirc parts of asia, DVB-S used
by satellite providers, etc. 

In most cases you're still dealing with an mpeg2 transport stream in
the end, but while an application written for one standard can often be
adapted for use with another, it's not automatic. 

I specify ATSC to avoid confusion, because there are applications
written in europe for DVB-T which do not work with ATSC tuners.
