fwcf can't be reinitialised, you could only copy files to /etc too.
There comes up a question: what do you do if the file already
exists in /etc? (That's one of the reasons MirPorts for example
don't touch files in /etc (but do copy them there if they don't
exist).)

Ah, forgot: They are installed into ${LOCALBASE}/share/examples/<pkgname>/
but copied to /etc or ${LOCALBASE}/etc upon installation.
Something not feasible for embedded systems because it
takes up twice the space.

Sure, but erasing the fwcf partition does that too - for
the base install.
