Try adding 'AR=${TARGET_CROSS}ar' to $(Make_ENV). If that doesn't help,
try adding it to $(MAKE_FLAGS). If that doesn't either, it's probably
specified somewhere in the package shipped makefiles, so you would have
to patch it away.
