What is the primary goal of this abuse attacks? To harm freewrt? I don't think 
so. It more about spaming people. So we must fight that.

The question is, if the feature of using Cc's at ticket creation is useful for 
anonymous or is it harming more then it helps.

I think we should disable it for the anonymous users (if somehow possible) and 
allow it only for registered users. If someone wants to use it for keeping 
himself up2date, then he should register. As simple as that.

Other projects even require a registration before you can submitting a bug. I 
would be against that, because that indeed prevents that users send us their 
bugreports, because it's to complex and painful.
