Well, the question is how authors of current code decided
between 'parts' and 'members'. That may be essentially random.
But possibly a specific choice was taken to get correct
behaviour for wide range of aggregates including multisets.
Let me add that the above is actually argument against having
many similar but not identical functions: once alternatives
are in use it is hard to decide if replacing one by the
other will not introduce a subtle bug. OTOH when there
is only one variant people programming specific functionality
must add extra code if they need different behaviour.
