My apologies, the principal (only?) advantage of using templates is to give necessary informations needed to the issuer to fill it. Apparently, only "official" developers who have write access can assign a label to the issue. It's a pity that the user can not inform that this is a bug, a feature request etc., and can be easily readable from the list of issues. From what I have seen only specifying it in the title is the way to do.
