I looked at this again, because I had to debug some other syslog-related
problem.

This should be solved now: systemd has a systemd.target which depended
on syslog.service (which got translated to rc.syslog by the sysv compat
code) previously, now I removed this and both rc.syslog and rc.syslog-ng
provide an LSB header so that systemd will add the dependency on the
right syslog deamon when it starts.
