It's a joke. From a user perspective, you don't always see the benefit of an upgrade. Sheer magnitude and/or quantity of upgrades leave you scratching your head as to what has really changed and why you even should. Example: How frequently "stable" ubuntu insists on upgrading packages. I never have enough time to read about every minor detail. Anyway. I guess that is my best explanation.
