First of all there is networkmanager-dispatcher-chrony
(http://frugalware.org/packages/136633) so I do not see what is the big
difference between chrony & ntp to have separate package for the former
and not for the latter?

Well, the future development could involve using systemd-timedated
approach which seems to be broken at the moment (I tried it first), but
it would abstract the difference between different ntp-clients in the
future.
