Valid point on it not always being handled by upstream, but it's always been 
done this
way with packages I've bumped. But in the end, if upstream doesn't indicate the 
breakage
by changing the major version, then there isn't any easy method to detect it in 
the first place.

Since writing this, I have managed to extend our mysql database to include a 
detailed
dump of each package's ELF object's shared library list. This will make it 
trivial to search
for library linkage. So, this should help once it is operational.
