As Justin said, dia is the standard package.  It is designed for this
purpose.  If you take the project that far, it can generate code
templates and stubs based on the diagrams.  I sometimes assign its use
in courses.

As a pure drawing tool, I prefer x-fig.  It has more and better
primitive controls than dia, and more libraries of drawings are
available for it.  However, it does not have the intelligence in terms
of higher-level constructs and relationships that dia has; everything
is manual.
