I've found that many connections to Truman (encrypted connection to zinc for mail, ssh, talc for apt updates) have been very slow over CableOne recently. I've gotten much better speed by first going through Truman's VPN. Don't know where the fault lies, but it's been a very consistent phenomenon for me. Obviously, if everyone did that for everything, then I'm sure the VPN would slow down, so I only connect when I have to. I haven't tried vnc since school started, so I can't comment there.
