There has been some discussion of SMIL (Synchronised Multimedia Integration Language) as a replacement for some proprietary formats here in the past, documented on http://www.affs.org.uk/~alex/HowDoWeReplaceFlash
The latest version of SMIL is now a candidate recommendation and W3C invites comments until 15 June. Please review it if you know about these things.
