I think they probably have tried in the past and failed to get numbers viable. That is certainly my experience in education courses. If advertised in London they run, outside quite often they don't. The venue cost is usually marginal. £50 per head in a hotel including food etc so compared to say 10 man days organising a venue that then doesn't run its often not the most important factor. > More expensive? Try Carlisle. Its much easier to get to London.
